    Australian Consumer Protection Notice No. 22 of 2010, issued on 30 June 2010, temporarily bans art, craft and stationery sets intended for use by a child that contain an undeclared (one without the proper labeling requirements) knife or cutter with a metal blade. The ban will be in place for a period of 18 months.


    Background of Hazards

    While these knives are intended for children's activities, children lack the dexterity and experience to operate them safely. The rigid retractable blade can cause cuts, lacerations and puncture injuries that could require surgery. Children are at great risk if they are playing with these knives without close and constant adult supervision. Therefore, any children’s art, craft or stationery set that does not correctly declare knives or cutters is to be banned.


    Declaration Requirements
    Products that have the proper declarations are acceptable and not covered by the ban. However, the declaration for these children’s art, craft or stationery sets that include a knife or cutter, are required to be:

    • easily legible;
    • prominently displayed on the outside packaging; and

    • the lettering must not be less than 3mm high.
